The Richland 01 Board of School Commissioners on April 21 approved a multi‑year districtwide landscaping contract worth an estimated more than $250,000 a year, despite concerns from commissioners about vendor name changes and prior service history.
Miss Hajes, presenting the solicitation results, told the board that three firms responded and two were found responsive and responsible: Absolute Landscapes and Edisto Landscape Construction. The contract’s initial term runs May 1, 2026, through April 30, 2027, with optional renewals through April 30, 2031.
Commissioner Weston urged caution, saying she had seen the vendor name come up “several times in the past” and asked the auditor to verify whether any recent name changes conceal continuity with prior firms that had previously provided district services. “My concern is that there [have been] several name changes and we want to make sure that name changes does not mean that they have changed just the names and not the service,” Weston said.
District procurement staff said the solicitation was posted publicly on the South Carolina business opportunities website, proposals were screened first for responsiveness, and an evaluation panel scored qualified bidders. Staff also said Edisto Landscape Construction has provided general landscaping work for the district in prior years while Absolute Landscapes is a new vendor.
Commissioner Divine moved approval; Commissioner Bishop seconded. The motion passed 6–2. The board’s recorded discussion shows commissioners requesting a follow‑up audit of Edisto’s corporate history and apparent name changes; the board did not delay award pending that audit.
