Clearwater County Board approves road and bridge contracts, grant resolutions and vendor payments

The Clearwater County Board of Commissioners on April 21 approved several routine but substantive actions affecting county roads, bridges, recycling equipment and vendor payments.
Under the engineer’s report, Commissioner Emmel moved and Commissioner Larson seconded to award the bid for SAP 015-612-003 to Johnson Construction of Bemidji, Minn., for $283,968.97; the motion carried. The board also accepted the engineer’s certificate of performance for the 2025 bituminous surfacing projects (contract number 20251 for SAP 015-601-011, among others) and authorized final payment to RJ Zavoral & Sons Inc. of East Grand Forks, Minn., on a motion by Commissioner Larson seconded by Commissioner Dukek.
Commissioner Ramsrud moved and Commissioner Emmel seconded to accept a resolution for the Local Bridge Replacement Program Grant Agreement; the board carried the motion. Separately, the board approved a Cooperative Engineering and Construction Agreement with the White Earth Reservation to replace Bridge 15501 on CSAH 35 (motion by Commissioner Ramsrud, seconded by Chairman Titera).
Environmental Services presented an estimate to purchase one new 20-foot gray recycling container from Minn-Dak Containers (Estimate #MDC1501-9 dated April 16, 2026) at a cost of $3,158.00 to be paid from recycling account #399-6615; Commissioner Larson moved to authorize the purchase, Commissioner Ramsrud seconded and the motion carried.
The county auditor presented submitted invoices and the board authorized payment of $28,482.36 from the County Revenue Fund and $12,288.74 from the Public Health Fund on a motion by Commissioner Emmel, seconded by Chairman Titera.
The board also passed a resolution related to the Clearwater Trail Blazers Snowmobile Club’s application with the Minnesota Department of Natural Resources Division of Trail and Waterways for the 2026–2027 snowmobile grant-in-aid program (motion by Commissioner Ramsrud, seconded by Commissioner Larson).
The board approved routine agenda and minutes items earlier in the meeting and adjourned at 11:15 a.m. The minutes append a list of vendor claims over $2,000 for April 2026, including large payments to Prime Health, City of Clearbrook, Morris Electronics Inc., Saxon Fleet Services, RJ Zavoral & Sons Inc., and others; a subtotal for vendors paid under $2,000 was $70,985.96.
