Greendale agrees to lend library director time to Hales Corners under reimbursement deal

The Village of Greendale approved an intergovernmental agreement to provide temporary library director services to the Village of Hales Corners while that village prepares an internal candidate for the director role.

Greendale library director Brian told trustees Hales Corners recently lost its library director and needs a certified grade‑one public librarian on site at least 10 hours a week to remain in compliance with the public library system. Under the agreement, Greendale will provide five hours per week of paid director time and Brian will offer an additional five hours per week of his personal time; Hales Corners will reimburse Greendale for wages, benefits and mileage.

Manager Haas and the library board reviewed the draft agreement and described a trial period and a 10‑day termination clause if the arrangement hampers Greendale’s service levels. The library board requested that Brian not act as Hales Corners’ public spokesperson or personnel manager; the agreement limits his role to advisory and director duties and identifies Hales Corners staff to handle day‑to‑day supervision and public liaison tasks.

Trustees asked about scheduling and service impacts; Brian said he has evening and weekend availability and that the arrangement can be managed without significant disruption to Greendale services. The board approved the agreement by roll call; Hales Corners approval is required to finalize the arrangement.

The arrangement is temporary and intended to help a neighboring municipality maintain compliance while an internal candidate pursues certification.
