Commissioners accept grants and approve airport utility relocations; sheriff grant approved

The Onslow County Board of Commissioners approved several fiscal and infrastructure items at its April 20 meeting, including grant acceptances and contracts tied to the airport runway-extension program.
Finance staff reported that the board has accepted about $10 million in grant awards year-to-date, with active applications totaling about $2.2 million for emergency services, recycling, airport work and other initiatives.
The board approved a $100,000 Fiscal Year 2026 OASIS technology and equipment grant for the sheriff’s office; Sheriff Chris Thomas said the funds typically purchase detention and medical monitoring equipment used inside the jail.
Airport director Mitch Sprunger presented an amended project ordinance for the runway-extension program that adds additional state and federal grant sources and interest on existing awards. The commissioners accepted an NC DOT STIP construction-phase award of $287,070 and authorized two utility-relocation contracts required to meet federal airspace standards for the runway extension: a Duke Energy Progress contract for $975,220.71 and a Jones Onslow EMC contract for $438,942.65. The underground relocations are required to avoid obstruction of runway approach surfaces and to improve electrical resiliency.
All four motions passed on voice votes. The airport project will proceed through the county’s contracting and construction oversight processes and utilities will coordinate relocations as part of the runway-extension schedule.
