Board approves claims and routine resolutions; First District DOC contract renewed and easement granted

The Black Hawk County Board of Supervisors approved a set of routine financial and administrative items on April 20, including claims, contracts and an easement.
Claims and payments: The board approved a claims and payments resolution authorizing the county auditor to issue payments totaling $353,681.87, which included a conservation payment of $64,588.86 for cabin re‑siding and payroll disbursements. Staff said the claims appear in order and the board approved the resolution on a voice vote.
First District Department of Corrections contract: The board approved a one‑year agreement with the First District Department of Corrections to provide alternate inmate housing and intensive pre‑trial supervision at a maximum amount of $260,000 for the July 1, 2026–June 30, 2027 term. Robert Ames (First District DOC) described the long‑standing partnership and said intensive pre‑trial supervision produces savings compared with housing people in the county jail. County staff and the sheriff described the arrangement as a cost‑saving measure and the resolution was approved on a voice vote.
Easement for sight‑distance improvements: The board approved a permanent easement agreement with J Rigger Farms LLC to permit tree and driveway removal and a new driveway installation at the southwest corner of Cedar Wapsy and Wagner Road to improve sight lines. Engineer Kathy Nicholas said the location has experienced two fatalities in the past 10 years; the board approved the easement resolution on a voice vote.
Other routine actions: The board approved minutes from prior sessions, the consent agenda, and monthly COBRA insurance rates effective July 1, 2026. All motions were moved and seconded and recorded as approved during the meeting.
