Black Hawk County weighs YouTube for easier access but keeps Teams for two‑way public participation

IT staff said the county currently uses Teams to allow two‑way interaction (department heads and remote participants can speak) and that switching to YouTube Live would make viewing easier and speed archival posting, but YouTube Live does not allow verbal two‑way participation without extra staffing and platform changes. "It's either pick going with Teams or you pick going with YouTube Live," the IT director said. "The problem with YouTube live is there's no two‑way communication." The director noted additional staff and equipment would be required to run two platforms simultaneously.
Board members suggested near‑term fixes such as publishing a consistent vanity URL or redirect (for example a short domain that points to the Teams link), increasing visibility of the meeting link on the county website and promoting QR codes. Staff also noted captioning/ADA considerations and said the U.S. Department of Justice had extended the county’s digital accessibility deadline (see staff updates).
No final platform change was approved; the board asked staff to make links easier to find and to return with options that address accessibility and interaction before any move to YouTube Live.
