Valley Center's council on April 24 authorized staff to solicit proposals for city promotional and advertising services and approved a Main Street request to fund and use a city‑owned lot for a weekly farmers market.
Staff described the RFP scope as online display, streaming/CTV pre‑roll ads and select broadcast buys aimed at promoting housing availability and the city. The RFP will show the city's available budget to encourage competitive proposals; the council authorized staff to collect proposals and present a recommended bidder at a future meeting.
Separately, staff and Kyle (Main Street liaison) presented a $9,000 funding request and asked for authorization to allow Main Street to use the city lot at 225 West Main for the 2026 farmers market season (Thursdays from May through September, through the week before Fall Fest) and to install promotional signage in the right-of-way. Council approved the request and directed Main Street to provide a copy of insurance to the city.
Council discussed procurement options and agreed the RFP is intended to be competitively bid and may be awarded to a single vendor who could place ads across multiple networks.
