Council approves temporary easements and a change order for water and development projects

Valley Center's council on April 24 approved temporary construction easements needed to extend a raw-water line to the new water treatment plant and also approved a change order related to the Rehabella development.
Staff described the routing of the raw water line from three city wells, down North Sheridan and across Clay to the water treatment plant site. For construction the city needs temporary easements on private property; staff noted typographical errors in the draft offer letters and said corrected copies would be presented for the mayor's signature. During discussion staff referenced a per‑square‑foot figure (41 cents per square foot) in the calculation of the offers.
Separately, the council approved Change Order Number Three for the Rehabella development to install an erosion-control mat protecting a side slope created during swale construction in a drainage easement. Staff said the work is among the final items before project closeout.
Both easement offers and the change order were approved by voice vote; the meeting transcript records the approvals and mayoral authorization to sign but does not include a roll-call tally. Staff will finalize corrected offer letters and record the documents.
