Council discusses combining critical‑areas, floodplain and fire‑abatement studies; considers controlled burns and tribal coordination

The council discussed whether separate environmental studies — the critical‑areas ordinance update, floodplain analysis and fire‑abatement planning — could be combined or coordinated to produce a more usable dataset for mitigation along a creek corridor.

Mayor and council members noted the studies overlap and suggested consolidating data where possible so staff and public works could act more effectively. Councilors emphasized the legal and logistical complexity of on‑the‑ground work because much of the corridor is privately owned and would require landowner agreement, plus involvement from state agencies.

Fire Chief Noah Holmes reported the department was awarded a DNR grant “a little over $16,000” to outfit a Humvee with a tank, pump and hose reel to support response and mitigation work. Councilors discussed whether controlled burns could be used in targeted sectors to reduce underbrush and wildfire risk, but noted that controlled burns would require coordination with the Department of Natural Resources, Fish and Wildlife and private landowners and may affect riparian conditions; one councilor also recommended consulting local tribal leaders about traditional burning practices.

Council members asked staff to continue researching options for combining study data and to consult relevant state agencies and tribal partners as needed. No formal policy change or procurement decision on the mitigation work or burns was made at the meeting.
