Atascadero City's Community Development Department announced on April 21 that the draft Environmental Impact Report (EIR) for the city's updated general plan has been posted on the city website for the required 45‑day public review period.
"It's over a thousand pages," Phil said while showing a paper binder, noting that the draft EIR and draft general plan are available online and at the library. Staff said the public review period runs through June 6; comments received during that period will be addressed in a final EIR and the combined package will return to the Planning Commission and then the City Council for final adoption.
Why it matters: the EIR evaluates potential environmental effects of the general plan and is a statutory step before adoption. Once the public comment period ends, staff must respond to comments and finalize the document; the commission was told staff hopes to complete adoption steps later in the year.
Staff emphasized the scale of work and next steps. Phil said legal counsel and planning staff have reviewed the draft, and staff will present more zoning sections and analyses throughout the summer leading to anticipated final adoption efforts in September.
There were no public comments on the EIR at this meeting. The commission will hear subsequent zoning code sections and formal adoption items in future meetings; staff asked the public to review the EIR online and provide written comments by the June 6 deadline.
