Council OKs electric and elevator service contracts for city facilities

The Laramie City Council approved two procurement actions on April 21 to secure routine service for city‑owned facilities.

Director Bourke explained staff issued RFQs and recommended awarding an on‑call electrical services contract to Fremont Electric, Inc. Fremont was recommended after staff reviewed three responses and identified the others as nonresponsive or logistically unsuitable; staff described the contract as an hourly on‑call arrangement (higher rate after hours) with an initial three‑year term and two one‑year renewal options. Councilors asked about standard rates and expressed support for keeping work local.

Separately, council approved a multi‑year contract with Kone, Inc. for professional elevator services and maintenance after a competitive process; staff said Kone has been the longtime service provider for city elevators at multiple facilities (rec center, city hall, annex, MOC and Fire Station 3). Both motions passed on roll call with eight yeses, zero nos and one absent.

City staff said the contracts aim to provide consistent, timely responses and maintenance across nearly 30 city facilities; contract details such as hourly rates and specific response time expectations will be managed through the procurement and contract administration process.
