Resolution 2526‑15 authorizes filing applications with the State Allocation Board for potential bond funds; Resolution 2526‑16 lists potential projects across nine school sites and allows district staff to submit applications and await multi‑year funding allocations. Staff cautioned the board that state funding often arrives years after application and that districts must plan for multi‑year timelines.
The board also approved an independent consultant agreement with KGCS to serve as the Division of State Architect (DSA) inspector of record for the San Antonio campus project. Staff explained DSA requires continuous inspection (typically full‑time coverage while work is active) and that an assistant inspector will be added when DSA defines required hours. The KGCS proposal was the most cost‑effective among five firms and is intended to start work in summer ahead of demolition and site setup.
Board members approved both resolutions and the KGCS contract by unanimous votes. Staff said further amendments related to assistant inspection hours will be brought back as the project moves into increment two of construction.
