Citizens Bond Oversight Committee presents final closeout and finds district in compliance

The Citizens Bond Oversight Committee (CBOC) presented its final annual report to the Los Alamitos Unified School District board and concluded oversight work for Measures K and G.
Sulma Hogin, co‑chair of the committee, told trustees that the committee’s responsibilities under Proposition 39 included verifying that bond proceeds were spent only for voter‑authorized purposes and presenting an annual written report. She said the 2024–25 audits (financial statement and performance audits) had no adjustments and that both audit firms issued an unmodified opinion. “For the fiscal year 24‑25, our committee reviewed expenditures to ensure bond funds were used solely for their intended purposes,” Sulma Hogin said. The report listed interest revenue and expenditure totals and summarized completed projects including classroom renovations, a three‑court gymnasium and an aquatic center among other site work.
Dr. Pulver noted the program funded roughly $97 million in Measure G proceeds plus additional state matching dollars and thanked committee members and staff for 14 years of oversight that resulted in a wide set of completed school improvements.
Board members thanked the CBOC for its oversight and recognized committee members and district staff who supported the bond program through design, audits and project tours.
What the committee found: CBOC members stated that, based on audits and their review, expenditures were appropriate and in compliance with Measure K and Measure G and that they consider their oversight responsibilities fulfilled.
Next steps: Because bond proceeds are expended, the district will move future capital work to other funding sources (facility budgets, state grants, or new measures if proposed). The board received and accepted the report as presented.
