ADS says VT BiS project is in production after pandemic and flood delays; some modules still being finished

The Agency of Digital Services reported that the VT BiS enterprise system completed primary delivery and is in production but that work continues on some modules, especially contracting and purchasing functionality.
"VT BiS is complete. Project officially ended January 31st of 2026," Stacey Gitsis Granfield told the committee, adding that the team "went into production with BT Viz" and has prioritized remaining contractual and purchasing items. Granfield described the project as having "the perfect storm" of delays: pausing during the pandemic (force majeure), a major state flood that shifted capacity to Buildings and General Services, and vendor staff reassignments that slowed progress.
ADS took an iterative delivery approach after restarting work in 2025, deploying code and refining the system through testing and production. Granfield said modules for supplier management and sourcing are live; the purchasing module requires additional work (notably purchase‑order rollover at fiscal close) and is targeted to be live before the fiscal year close.
Granfield explained that once PMO engagement ends and a system moves firmly into operations, ADS removes it from the PMO dashboard because day‑to‑day operational oversight shifts to operations teams. Committee members pressed for clarity on which modules remain and expected timelines for final functionality.
The committee did not vote on the matter; ADS committed to follow‑up answers about outstanding contracting module items.
