ADS chief says dashboard now shows estimate vs. contract data but lacks drill‑down and automated change reports

Stacey Gitsis Granfield, Chief Program Officer at the Agency of Digital Services, told the House Energy and Digital Infrastructure committee on April 23 that ADS has revised its FMO dashboard to show both "early" project estimates and post‑contract implementation dates and costs to make changes over a project’s life more visible.
Granfield said the dashboard now shows an early start and early cost (at ideation) alongside an estimated implementation start and an estimated cost once a vendor is under contract. "Once you have a contract executed with a vendor, your costs are more realistic," she said, explaining why the system separates those values.
Why it matters: the split makes it easier to see how schedules and budgets rebaseline over time, which the committee said would help legislative oversight and public understanding.
Committee members asked for more contextual cues on the interface — hover pop‑ups and links to drill down into project details. "We can't add any more pop‑ups," Granfield replied, saying the current platform "doesn't have that capability". She described drill‑down and richer hover help as unavailable on the current dashboard build.
Granfield also described how data are kept current: project managers perform data entry (generally on Fridays), and a member of ADS’s data team runs a manual query Monday morning to populate the dashboard. That query can occupy the data‑team member’s workstation for about 45 minutes to three hours depending on the data volume and network conditions.
The committee pressed for a weekly "what changed" report across the enterprise. Granfield said no system report currently provides an automated enterprise‑level change summary; project managers produce individual status reports and ADS relies on manual compilation. She noted that she provides a weekly update to the chief information officer on red and yellow high‑priority projects but that those weekly briefings are treated as confidential because they can include procurement or contract negotiation details.
The session closed without a vote. The committee will likely follow up on requests for better public context and for whether a different platform or funding could allow drill‑down and automated change reports.
