Hidden Heroes housing moves to construction; council ratifies EDC procurement for phase three

The Pecos City Council ratified April 23 the EDC's procurement and selection process for Phase 3 of the Hidden Heroes essential-workers housing program, allowing site work and the first construction phase to proceed.

EDC Director Jimmy (recorded in meeting transcript) and city staff said the project's Phase 3 procurement followed a competitive process. Silver Fox Construction submitted the lowest responsive bid and, after two rounds of re-engineering to reduce scope and cost, offered a phased contract. The council approved a resolution ratifying Silver Fox as the contractor for Phase 3 and acknowledged phased bonding and construction to allow staged build-out.

Council and staff described the project as part of a multi-entity collaboration: the city, Reeves County and the hospital district contributed funds and the parties will allocate completed units among partners. The first construction phase covers site prep and the first set of units; the EDC and city said construction will be phased and that the city will manage financial accounts for the project moving forward.

City staff will notify partner agencies of billing commitments per previously agreed contributions and will bring subsequent phase approvals back to council as each bonded phase is ready to proceed. The council recorded the resolution as passed and directed staff to manage the project accounting and reporting per the interagency agreement.
