The Monroe County Metropolitan Planning Organization Technical Advisory Committee voted April 22 to recommend Policy Committee approval of multiple amendments to the Transportation Improvement Program (TIP), including INDOT roadway- and bridge-related projects and schedule changes for several locally led projects.
MPO staff presented five principal changes: adding an INDOT IDIQ Bridge Maintenance & Repair program (total project amount $1,000,000, no specific county location assigned yet); adding an INDOT district paving project including locations in Monroe County (SR 45 south of Martin Drive among others); adding an INDOT traffic-signal modernization program for Monroe and Owen counties (total $500,000, construction scheduled FY2029); moving right-of-way and construction phasing for the I‑69 slide-correction project (right-of-way moved to 2030, construction deferred to 2031–2032 and the total project cost raised); and updating the preliminary‑engineering (PE) contract amount and fiscal-year phasing for Downtown Curb Ramps Phase 5 (PE contract amount revised, PE moved to FY2027 and staff to add the recently announced FY2026 additional funds into the project).
MPO staff told the committee the changes reflect a combination of INDOT-dictated projects that LPAs must include in local TIPs and locally requested fund‑swaps to move College & Walnut Phase 1 and Old SR 37 & Dilman projects to later fiscal years so they align with local schedules. Staff noted the trade approach does not include inflation adjustments and that some LPAs will not be made fully “100% whole” later; the group concluded the trades remain broadly advantageous to achieving preferred construction years.
After a public‑comment check (no comments), committee members moved and seconded the recommendation. A roll-call vote produced multiple affirmative votes and three abstentions (Megan Blair, Wells, and Gilland). MPO staff declared the motion to recommend Policy Committee approval passed with three abstentions. Staff said formal Policy Committee action will be requested after the trade paperwork is complete.
The committee also recorded that the FY2026 additional INDOT allocation of $47,894 will be programmed to Downtown Curb Ramps Phase 5, subject to the paperwork and the TIP amendment process. Staff said remaining balances created by schedule trades (roughly $162,000 in FY28 and $97,000 in FY29 under the discussed scenario) will be allocated at a later date pending further planning.
What happens next: the TAC’s recommendation will go to the MPO Policy Committee for consideration; staff expects formal Policy Committee votes at an upcoming meeting after necessary trade and programming documents are finalized.
