Ramseur board tables request to allow Sunday alcohol sales at 10 a.m.

A representative of Millstone Creek (the Cider House) asked the Town of Ramseur Board of Commissioners to adopt the state-authorized "brunch bill" to allow businesses to serve alcohol by the glass beginning at 10:00 a.m. on Sundays instead of noon. The speaker said the Cider House was annexed into Ramseur in 2024, that the business has operated without incident since opening, and that neighboring towns have adopted the same change.

"This would be a small extension of what is already working safely," the speaker said, noting the change is optional for businesses and intended to support local commerce and visitor expectations.

Board members discussed whether the Cider House is technically within town limits and raised concerns about whether required annexation paperwork and an ordinance had been properly filed with the register of deeds and the Secretary of State. A board member asked whether final paperwork and signatures were in place and whether any outstanding filing could create town liability if an incident occurred.

Staff said the underlying ordinance had been passed by the board previously but that some follow-up paperwork remained to be completed and transmitted to the county and Secretary of State. Staff identified a town staff member as working to complete the filings.

After that discussion, a commissioner moved to table the request for the brunch-bill change for the Cider House until the paperwork is completed. The motion was seconded and carried by voice vote; the board did not record individual tallies in the transcript.

Next steps: staff said it will complete the paperwork and bring the item back for board consideration once filings are in order.
