City staff to begin negotiations with Construction Engineers for recreation project

Mr. King, a city staff member who presented the item, said the council authorized an RFQ process in March and that three firms — including Krauss Anderson and Construction Engineers — submitted proposals. He said the selection committee identified Construction Engineers as "the most qualified" based on municipal experience and a collaborative approach and recommended staff begin negotiations. "Recommendation would be to allow city staff to start the negotiation process with Construction Engineers," Mr. King said.
Staff emphasized that any construction spending would not occur without council approval. Mr. Helms asked whether that prohibition applied to the selected firm and about the status of the design contract, which he said is taking longer than expected. Staff replied that no money will be spent until the council approves the contract and that planning and the design contract remain pending and are expected to be brought forward at the next council meeting. Staff also said a guaranteed maximum price (GMP) will be presented to council when construction costs are finalized.
The item was presented as an authorization to begin negotiations only; the council did not vote on a construction contract during the work session. The matter will return to the council with negotiated contract terms and the proposed GMP for formal action.
