The East Grand Forks Water & Light Commission voted unanimously to authorize a comprehensive update to its five‑year electrical system plan and a linked arc‑flash safety analysis on Friday.
Seth Todd, who presented the proposal, said the existing system model and customer‑load data date to 2017 and need updating. "So I'm looking for authorization to begin putting that document together," Todd said, outlining a study to model the system through 2030, identify deficiencies, and produce preliminary designs and cost estimates for future budgets. He proposed a not‑to‑exceed $74,300 fee for the system study and a $6,300 arc‑flash study that would follow completion of the model, for a combined potential cost of $80,600.
Todd said staff will use the utility’s AMI metering data to populate the model and factor in likely new development and peak loads. He said the arc‑flash assessment is required under the National Electric Safety Code to determine appropriate personal protective equipment and safe work procedures for crews.
Commissioners asked no substantive questions before the motion was moved and seconded and approved on a roll‑call vote. The commission directed staff to schedule a kickoff meeting with participating parties and return with deliverables as the study progresses.
Why it matters: An updated system model will guide the utility’s capital‑project budgeting and identify capacity or safety issues before they force unplanned outages or emergency expenditures. The arc‑flash analysis informs crew safety procedures and, where necessary, design changes to reduce hazard risks.
What’s next: Staff said the study should be completed before the end of the year and that the arc‑flash work is contingent on the model being finished. The commission authorized the work and will monitor progress at future meetings.
