Board appoints Siobhan Howard to fill Zone 2 vacancy after multi-candidate interviews

The North Wasco County School District 21 board appointed Siobhan Howard to the vacant Zone 2 seat after a public interview process that included four applicants and extended deliberations.

Board Chair Betsy Hayden opened the candidate interviews, which included five standardized questions about governance, district challenges and conflict resolution. Howard, who identified herself as a parent and nonprofit finance and administration director, told the board she brings experience in policy development, budgeting and consensus-based decision-making.

Three other candidates addressed the board: Greg Johnson, a longtime community member and educator who detailed extensive board and nonprofit leadership experience; Alvin (Al) Lynn, a business and civic leader and former board member; and one applicant who withdrew. Directors questioned candidates on priorities such as attendance, funding, and how the board should distinguish governance from management.

After multiple nominations, votes and a round of public comment, the board voted to appoint Howard. She took the oath of office during the meeting.

The appointment followed an open process: candidates answered identical questions in public and directors deliberated on fit, experience and the immediate needs of the district, including upcoming budget work and policy priorities. No special election was required; the board used its policy for filling vacancies by appointment.

Howard will serve the remainder of the unexpired term for Zone 2 and is expected to begin participating in board work immediately, including upcoming budget discussions and summer policy work sessions.
