Finance committee reviews enterprise funds: golf course revenue, rink repairs, communications tower and historic carousel

The finance committee heard summaries of four enterprise funds overseen by parks and administrative staff.
Parks staff said the Alien Memorial Golf Course is performing well after recent upgrades and a new operator; the presenter cited about $1.6 million in revenue for the past calendar year and described a revenue-sharing and fee structure that supports facility improvements. Alder questions focused on a listed "search charge" and whether the restaurant operator shares sales revenue; staff said the restaurant pays base rent plus a percent of sales and agreed to provide details.
The Ralph Walker rink remains in a stabilizing phase, staff said, with ongoing capital and operating pressures. The committee heard that compressors and other key equipment have been vandalized and require replacement and that an RFP for a new operator produced a larger than-expected response; parks staff said fencing, lighting and coordination with police/community support teams are part of a security plan. "At one point we had a theft of all of the underlying metal of the bleachers," staff said when explaining extraordinary maintenance costs.
The East Rock communications tower has shifted from an enterprise revenue model to effectively a special fund supporting public-safety communications; recent upgrades were paid through ARPA, staff said, and the remaining balance functions as a rainy-day fund for tower needs.
The Lighthouse Carousel enterprise fund continues to fund event staffing and preservation of the historic carousel. Staff noted contingency planning for major moves (for storms) and occasional historic-restoration grants when available.
No formal votes were taken; alder members asked for follow-up financial breakdowns and operator-contract details where revenue-sharing or insurance questions were outstanding.
