Carefree to step up short‑term‑rental registration and code enforcement; staff seeks automated notification tool

At the April 21 workshop, staff told the council they are stepping up efforts to identify and register short‑term rentals (STRs) and to streamline enforcement.
Stacy Bridge Danzac and Ruben, the code‑compliance officer, said the town has processed 15 STR registrations to date, issued 599 business licenses and 381 vendor certificates, and handled 86 code‑compliance investigations this fiscal year. Ruben reported the town uses a software tool (Rentalscape) to identify properties advertised as short‑term rentals and proposed purchasing an upgraded package that would enable an automated notification campaign to property owners reminding them to register and remit taxes.
Stacy and Ruben said registration matters beyond revenue: town registration requires TPT licensing and enables safety checks and code compliance, and registering properties reduces the town’s liability exposure by ensuring owners meet safety and tax requirements. The proposed notification campaign would give owners three notices (informational, reminder, then enforcement escalation) before code action.
Council asked about scale and costs; staff said they will return with pricing for the software upgrade and will include the proposal in the draft budget materials.
