The council awarded West Plains Engineering a not‑to‑exceed $3,500 contract to evaluate HVAC and hot‑water recirculation issues at the Lincoln complex, contingent on negotiating a professional‑services agreement that includes water chemistry testing. Staff said premature corrosion and recurring leaks in a basement recirculation line motivated the study; replacing the cooling tower without diagnostics could risk repeating existing failures.
Doug Mercer requested and council approved reserving September 12, 2026 for the annual Classic Cars on Main Street event.
Council also adopted proclamations on the consent agenda and in subsequent votes: May 6–12, 2026 as Nurses Week and April 26–May 2, 2026 as National Apprenticeship Week. Electrical supervisor Scott and apprentice Aiden Velasquez were recognized during the apprenticeship proclamation; Aiden described his apprenticeship experience and training.
The council approved payment of bills for the period April 8–April 21, 2026.
Next steps: staff will finalize contracts, pursue negotiated scopes and return ordinance or contract documents as needed for final approval.
