Torrington rejects diesel‑generator bids after proposals exceed CDBG funding

Public Works director outlined responses to an RFP for diesel generation systems for two sites: the Water Treatment Plant (WTP) and Booster Pump Station 2 (BPS‑2). Three proposals were received; the lowest bid (Allen & Company Electric) was approximately $1.66 million, exceeding the project’s available CDBG funding of about $1.43 million.
Staff recommended rejecting all proposals and reducing the immediate scope to install a generator only at the WTP, then re‑advertise a narrower RFP. Councilman Deal moved to accept staff’s recommendation to reject the proposals; the motion passed unanimously.
Public‑works staff noted the city has other grant and funding avenues (additional CDBG applications, Department of Homeland Security grants) and that the existing generator at the WTP is not capable of running the plant at full capacity. Staff said they expect to revisit the BPS‑2 generator at a later date once funding is identified.
Council outcome: unanimous rejection of the submitted proposals and direction to staff to re‑scope and re‑advertise for the WTP generator.
