Ellensburg council approves rezoning request for 704 South Ruby Street; conducts first reading of ordinance 4986

Chase Peterson, associate planner, told the council the parcel—urrent zoning is "manufactured home park" and the "proposed zoning is residential medium," and said staff found the request consistent with the comprehensive plan esignation of blended residential neighborhood and with the four criteria in Ellensburg code that govern rezones. An open-record hearing had been held before the hearings examiner on March 25, 2026; the examiner recommended approval.
Dan Carlson, community development director, said a subcommittee interviewed the candidates and that the planning commission supports the recommendation. The council—losed the public portion of the hearing (only parties who had participated in the prior open record hearing were allowed to speak tonight) and then moved to adopt the hearing examiner—indings, conclusions of law, and the reszone as presented. The motion carried.
Matt Stalder, who attended tonight and described himself as a local developer with about 10 years of experience, told the council he applied because of his experience with city code and long-term planning. No new public testimony was received at this closed-record hearing; the record before the hearings examiner remained the basis for the council ecision.
Next steps: Council carried the motion to adopt the hearings examiner ecision and to conduct the first reading of Ordinance 4986. Additional readings or final ordinance adoption will follow city procedural requirements.
