State Land Board previews five-year strategic plan centered on revenue diversification, stewardship and staff capacity

The Colorado State Board of Land Commissioners on Thursday previewed a draft five-year strategic plan intended to guide the agency through 2031, centering on three headline goals: enduring revenue, resilient land and connected people.

Director Rose Marino opened the virtual workshop by saying the session was meant to "provide the board and the public with a preview of this important planning effort" and to invite commissioner feedback ahead of a May 13 workshop and a May 14 business meeting where the board will consider formal action. She told listeners that public comment would not be taken during the workshop but could be submitted in advance for the May business meeting and asked stakeholders to send written feedback by April 30.

The draft presented by staff and consultants from Government Performance Solutions lays out a three-part framework. On revenue, the plan calls for optimizing asset performance, diversifying revenue streams, adopting an asset-allocation model to guide buy/develop/conserve/dispose decisions, supporting strategies to increase long-term earning power (including protecting the permanent fund) and expanding partnerships and markets.
