Cornwall-Lebanon board recognizes student award winners, approves personnel and policy items and orders expulsion in controlled-substance case

The Cornwall-Lebanon School District board opened April 20 with presentations recognizing students across the district — including Cedar Crest High School student council updates, FBLA and TSA state qualifiers, and the Ebenezer Elementary and Cedar Crest Middle School students of the year — and then approved a series of personnel, policy and program motions.
Presentations: Assistant Principal Emma Libo introduced high school students of the month; Principal Greg Focusen presented Ebenezer Elementary School Student of the Year Delaney Spots, who said, "I'm truly honored to be named student of the year..." Amy Sullivan and TSA advisers highlighted state-level FBLA and TSA qualifiers and noted the FBLA VITA program completed 64 tax returns this season and returned over $85,000 to residents.
Personnel and policy actions: The board approved classified compensation matrices, numerous hires, separations and leaves for the 2026–27 year and ratified various auxiliary and extracurricular arrangements. It adopted the firm Barley Snyder as school solicitor for July 1, 2026–June 30, 2027 with an annual retainer and hourly rates and authorized Sweet Stevens Catz and Williams LLP to represent select special education matters. The board also approved final adoption of district policies (including CLSD 616 Payment of Bills, CLSD 620 Fund Balance, emergency preparedness policy and CLSD 805.2 on school security personnel) and placed others on the table for May review.
Student discipline: In executive-session actions recorded in open session, the board accepted administrative recommendations that Cedar Crest Middle School student 252606 had violated Controlled Substances Policy 227 and voted to expel the student from the Cornwall-Lebanon School District for up to one calendar year, while allowing the superintendent discretion to modify the consequence. The board also directed the solicitor to prepare a written adjudication and to provide appeal-rights information and continuing-education options for the student. Vote totals were recorded as nine to zero.
Other approvals: The board authorized a $14,011 contract for printing the 2026–27 district calendar, approved an ELD summer camp funded by Title III, approved credit reimbursements of $23,431, and approved food service fund bills totaling $275,539.92. Donations to the CTC noted in the meeting included a vehicle valued at $4,999 and a $440 donation for law-enforcement program training.
The meeting adjourned after the board announced a forthcoming executive session on personnel matters and recorded final motions.
