Mecklenburg County rejects low bid for public safety building, signals intent to award to second-low bidder

The Mecklenburg County Board of Supervisors voted April 23 to reject the apparent low bid for construction of a new public safety building and signaled intent to award the contract to the second-lowest bidder.
County staff told the board that six bids were received after an invitation to bid opened March 6. The apparent low bid of $25,374,471 was submitted by KNA Contracting LLC. After reviewing information about two recent projects undertaken by KNA, staff recommended rejecting the low bid on the grounds that the company was not a "responsible bidder" under Virginia law. The board adopted a resolution rejecting the KNA bid on a roll-call vote.
The board then considered a resolution recording that Kenbridge Construction Company submitted the second-low bid in the amount of $25,697,000 and that the board "intends to award a contract" to Kenbridge on May 11, 2026, contingent on successful contract negotiations. The intent resolution passed on roll call.
The county administrator told the board the review of the apparent low bidder included review by the architect (Mosley) and staff discussions in committee and closed session. The board did not adopt a final contract at the meeting; the resolution records only the board's intent to award pending negotiated terms and successful completion of any required agreement.
Votes and next steps: the board recorded the rejection of KNA's bid and the intent to award to Kenbridge; the county will proceed with contract negotiations and bring any final award back for action on or before the May 11, 2026 meeting as noted in the resolution.
The board also certified, following a closed session held earlier in the meeting for legal advice under Virginia Code §2.2-3711, that the closed session addressed only matters identified in the motion authorizing it.
