Planner Carter told the council the planning commission had held a public hearing on April 1 and unanimously recommended approval after finding the applicant met the CUP and variance standards. Carter said the proposed use aligns with the city's 2040 comprehensive plan goals by adding dining options to the downtown area and noted the city has previously granted similar reduced‑setback approvals for other restaurants.
Councilmember Bergman moved and Councilmember Grendahl seconded adoption of the resolution approving the CUP and variance. Christina took a roll-call vote; Hoppa, Bergman, Grendahl, Hiebert and Melander all voted aye. The resolution carried unanimously.
Conditions attached to the approval were described in the draft resolution presented by staff; council did not amend those conditions during the meeting. Planning staff and the applicant will proceed with administrative permit steps prior to the restaurant opening.
