Kelly said technology, funding and confidentiality requirements limit formal electronic referrals between organizations, making coordinated intake difficult. "Referrals are still predominantly informal and tracking them is even harder," she said.
The committee discussed potential improvements: a standardized needs‑assessment intake at front-line sites, co‑located case management or a 'one‑stop' human‑services hub, and better cross‑agency communications. Members suggested practical outreach (leaflets, QR codes on meal deliveries, tabs at distribution sites) to let clients complete longer surveys later and to lower immediate friction.
No formal action was taken; members said they will raise referral and coordination topics in CRC and in upcoming discussions with town staff to explore feasibility and funding.
