The Springdale Town Council on April 22 considered formalizing an agreement with ParkPlace Residential, doing business as RCA Ridge LLC, to develop up to 10 workforce housing units on town-owned parcel S-100C at the end of Trapper Circle. Tom Denzy, the staff contact for the item, outlined the draft agreement and the property-disposal process required by town code.
Denzy told the council the agreement would bind RCA Ridge to construct the units and require that occupants be "actively employed" in Springdale under the town's workforce-housing overlay. "This agreement is binding on successors and assigns," Denzy said, adding that the town will record a restrictive covenant and a reversionary clause on the deed to protect the town's interests. He said an appraisal placed the property's value at about $1.9 million, and noted the town code requires notice and opportunity for public comment for disposals of parcels valued over $250,000.
During public comment, Gil Kefir of the Moave Homeowners Association urged strict protections for easements and stormwater: "I would like to see the easement well defined and the new property well defined so that the trades do not park their vehicles on HOA property," he said, and asked the developer to maintain a detention pond that abuts HOA land. Resident Al Tyl raised concerns about lighting from nearby developments and urged dark-sky–compliant controls for the new project: "Ten more units is going to be a lot more light unless it's handled very properly," he said.
Council members asked staff to confirm that the restrictions "run with the land" and whether the 10th unit might be infeasible because of site constraints. Denzy confirmed the covenant, agreement and deed reversionary clause provide multiple protections and that the developer could not unilaterally change the rent restriction without the town's agreement. He clarified the restriction is a rent restriction linked to active employment, not a limitation on how much an occupant may earn.
After deliberation, Councilmember Pat moved to approve the Trapper Circle land-disposal and improvements agreement with ParkPlace Residential (RCA Ridge LLC) dated April 22, 2026, and to authorize the mayor to execute the agreement and exhibits; the motion was seconded.
