Marion County Council ratifies county zoning, adopts cemetery rules and advances bond; renewable-energy ordinance tabled

The council took a voice vote to ratify Ordinance 2026-05, a third-reading measure to re-establish and ratify the county zoning ordinance originally adopted circa 2006. Council members explained the zoning ratification is intended to pair with a recently updated comprehensive plan and to require large-scale land-use changes to go through the planning commission before returning to council approval.

On third reading the council approved Ordinance 2026-07 to regulate public and private cemeteries in Marion County. During discussion a council member said the ordinance is intended to require disclosure when property containing burials is sold and to prevent burials adjacent to neighboring property lines; council members cited health, safety and perpetual-care concerns in support of the measure.
The council advanced Ordinance 2026-08 on second reading, an authorization to issue general obligation bonds not to exceed $770,000 for county purposes; the ordinance passed second reading by voice vote and will return for further consideration.
Other actions: the council approved redline changes to covenants and restrictions tied to a voluntary cleanup contract for the Willoughby site so a final report can be obtained; and the council reappointed Micah Stone to the PD Workforce Development Board (part of the PD regional council of governments) on a voice vote after the workforce director recommended him.
