The Willacy County Commissioners Court reviewed a final plat for Pounders Road subdivision, a three-tract division located about 5,000 feet east of I-69 East Expressway on the north side of Route 186. Staff said required entity reviews had been performed and an engineer's letter and flood report were on file, but several commissioners pressed for additional drainage-district signoff given regional flooding history in other subdivisions.
Commissioners discussed the site's natural drainage flow, existing ponding to the north, and whether lateral drainage infrastructure exists near the parcel. Several speakers noted prior local subdivisions that later experienced flooding and argued that requiring the drainage district and engineer to explicitly sign off would protect future homeowners and taxpayers.
After discussion an amended motion was approved to grant final plat approval pending further drainage review and appropriate agency signatures, including the drainage district where relevant. County staff and the engineer of record were directed to confirm drainage documentation before the plat is recorded.
