Bond process advances: LGC application filed; public hearing set for June 1

District and county officials told the committee that the school bond process has moved to the Local Government Commission (LGC) review stage and outlined next administrative steps and timing.

Eric, responding to questions about the LGC filing and schedule, said the district filed the application electronically on May 4 and that the LGC will communicate on questions even though formal approval typically comes later in the process. He told the committee an introductory call with the LGC was held to walk through the application and next steps.

County commissioners are expected to introduce a formal bond order on May 18 and to set a public hearing for June 1; if the LGC approves, debt issuance and detailed project planning would follow and staff cautioned the process could stretch for months. Officials described issuing the bond money in tranches and recommended prioritizing projects that are further along in planning; when asked about LS3P work on New Hanover High School, staff recommended that site be considered early because of its readiness.

Committee members discussed boundaries between education and campaign advocacy: they agreed staff should provide factual education about projects and timeline but avoid participation in advocacy activity for the bond campaign. Board members and county commissioners said they would coordinate public education and, if needed, will present elected‑leader updates after the June 1 public hearing.

Next steps: the county will move forward with the introduction of the bond order on May 18 and the scheduled public hearing on June 1; project sequencing and vendor selection will be guided by planning readiness and tranche timing.
