Bravo tells Urbandale council regional arts grants rely on hotel/motel tax; warns revenue risk from state proposals
Summary
Sally Dix, executive director of regional arts council Bravo, told the council Bravo’s grant model is built on hotel/motel tax revenue and said reductions in that revenue from state policy changes could reduce grants and accessible programming for Urbandale residents.

Sally Dix, executive director of Bravo — the regional arts council — briefed the Urbandale City Council on Bravo’s funding model and the organization’s investments in Urbandale.
Dix said Bravo depends primarily (about 95%) on hotel/motel tax receipts administered under an interlocal agreement; Bravo provides both operating support and project grants to regional and local organizations. She told the council Bravo invested more than $269,000 in six Urbandale organizations last year and contributed just over $7,000 to the Urbandale Community School District for youth arts access (Passport to Culture).
Dix warned that state property‑tax and funding reforms under discussion could reduce hotel/motel revenue and therefore Bravo’s ability to provide grants. "Finding new dollars to backfill any lost support from Bravo is unlikely," she said, adding that reductions in Bravo investment would likely reduce the availability of free and youth programs locally and increase the administrative burden on city staff to manage local grantmaking.
Council members asked clarifying questions about audience metrics, student access numbers and oversight for Bravo grants. Dix said Bravo tracks resident participation and reported last year roughly 56,000 Urbandale tickets sold to residents for paid programming, nearly 20,000 attended free shows, and more than 11,000 Urbandale students accessed Bravo‑supported programming.
The presentation ended with council thanks and recognition of Bravo’s regional role and investment in local cultural organizations.
