Planning staff opened the hearing and staff and council members discussed changes made since December. Council members pressed for a brief disclosure in the plan noting that the climate element work was funded by a $500,000 grant; after debate the council agreed to add a sentence acknowledging receipt of the $500,000 grant and to allow the current mayor to provide the plan’s mayoral message before final publication.
Why it matters: The adopted comprehensive plan sets the city’s land‑use, transportation, housing and climate planning policies for the next two decades and triggers a program of updates to implementing development regulations.
Council action: By voice vote the council approved the ordinance adopting the plan (Ordinance 2115‑26). Councilors also directed staff to insert an up‑to‑date, as‑of‑adoption accounting statement for the climate element and to include a mayoral statement by the incumbent mayor prior to publication.
What comes next: Staff said it will return with the list of development‑regulation changes and any implementing code updates needed to conform local codes to the adopted goals and policies.
