The Urbandale City Council approved a plan‑unit‑development amendment for Days Run West that allows a multi‑tenant building to include both a kennel and a restaurant on adjacent bays, departing from the zoning code’s 200‑foot separation requirement between restaurants and kennels.
Community Development Director Rose Schroeder told the council the amendment request has two primary components: (1) waive the 200‑foot separation requirement that the zoning code normally measures from property line to property line, and (2) modify older architectural restrictions so the building can include flat roofs and certain concealed‑fastener metal panels while remaining predominantly brick.
The project team described the layout: the kennel would occupy the south tenant bay with an outdoor fenced area on the south side, and the restaurant would be placed on the north bay with patio space facing north. Architect Jeff Reigns said the party wall between tenant spaces will be designed as a high sound‑transmission‑class assembly to reduce noise transfer.
Applicant Linda Jucket described kennel operations during the public hearing: "the dogs will not be out at nighttime. Probably our hours will be 7:30 in the morning, 7 in the morning till 7 at night," and said dogs will be kenneled indoors overnight with solid fencing and a small berm between the outdoor area and adjacent properties.
Rose Schroeder said staff had not received opposing public comments prior to planning and zoning and that required buffering, solid fencing and site design features were included in the plan. The council voted to approve the PUD amendment and subsequently approved the related site plan to allow the project to move forward under the approved standards.
The amendment does not create a blanket change to the zoning code citywide; it applies to the Days Run West lots as modified in the approved PUD.
