Commissioners weigh procurement and facilities fixes: single lawn-care bid, a failing furnace and vehicle planning

Commissioners spent time May 12 reviewing several operational items tied to county facilities and procurement.
Staff reported the annual lawn-care RFP produced a single bid from Jorgensen. "We posted the RFP on the county site and the paper, and I also reached out to five different companies locally," County Administrator (County Administrator (S6)) said, noting the lone bid was higher than last year($8,000 versus $5,600). Commissioners asked staff to tighten specifications and reissue the RFP to encourage additional local responses.
The board also discussed a failing furnace in the administration building. A commissioner (Commissioner (S1)) said the unit is an older, discontinued propane wall-hung boiler and shared a replacement quote of about $9,700. Commissioners asked staff to include the furnace in a capital needs assessment and consider funding options, including transferring $10,000 from an admin generator reserve if necessary. "Would this be put up to bid?" a commissioner asked; staff said yes where replacement is required and that repair options would be explored in the near term.
Separately, commissioners discussed county vehicle inventory and fleet management. Staff acknowledged the county lacks a consolidated approach and said a forthcoming analysis will track vehicles across departments and consider leasing versus purchase options. The board asked for expertise on fleet management to evaluate long-term savings.
On memorials and grounds, staff noted a planned memorial for Mandy Fowler near the dispatch area and described volunteer planting areas; commissioners encouraged clearer RFP specifications that reflect actual planting beds and maintenance needs.
Next steps: staff will reissue or revise the lawn-care RFP with tighter specs, solicit additional bids for custodial and lawn services if needed, include the furnace in the county's capital needs assessment, and return with a vehicle inventory and procurement recommendations.
