Beaumont council approves $348,736 Dudek monitoring contract and deputy city manager amendment

At its April 21 meeting, the Beaumont City Council approved administrative items that included a professional services agreement for groundwater and surface-water monitoring and a contractual amendment to the deputy city manager's employment agreement.
Taxan Vanbet (staff) explained the city issued an RFP in February for groundwater and surface-water monitoring and received a responsive bid from Dudek (DUTEK in some transcript passages). Staff recommended awarding a five-year contract with two optional one-year extensions, not to exceed $348,736 for the base five-year term. Council Member Lara asked whether the respondent pool was small; staff said 45 parties viewed the RFP and prior solicitations have returned similar response counts. The motion to approve the Dudek agreement passed by 3-0 roll call.
Carrie Mendoza presented the first amendment to the deputy city manager employment agreement, describing the action as an adjustment to the employee's base salary in connection with an anniversary and reassignment; staff said the amendment maintains the employee within the current salary range. The council authorized the mayor to sign the amendment; the motion passed 3-0.
Both actions were approved without public comment. Staff said they will incorporate the Dudek contract into budget planning and will guide finance staff on accounting for CFD and other dedicated funds in annual processes.
