The Cass County Board of Supervisors awarded the DD411 Ducks Unlimited project to Dornbeer, Inc., the low bidder, after staff determined a missing addendum acknowledgement on the bid form resulted from an email-address error rather than a substantive bidding omission.
County staff and the project engineer reviewed the bid documents and discovered Dornbeer had not received an addendum because of a typographical error in the email address used for distribution. Staff told the board the addendum did not materially change bid quantities or prices, and Dornbeer subsequently signed and returned an acknowledgement explaining the omission. The county’s Ducks Unlimited partner and staff reviewed the circumstances and recommended acceptance of the low bidder rather than moving to the next bidder.
Board members discussed the procedural irregularity and noted the addendum’s content was largely clerical, and that the low bidder had relevant local experience. Stucker moved and the board approved the award to Dornbeer, Inc.; the motion carried on a voice vote.
