The Certino City Council on April 21 approved a revised film-production ordinance that clarifies when city permitting is required for commercial filming and exempted activities that occur entirely on private property.
Interim City Attorney Floyd Andrews explained the change: the ordinance will not apply to commercial filming that takes place fully on private property — including vehicle parking, production staging and equipment storage — unless activity also uses public property or encroaches on the public right of way. The ordinance also clarifies that filming activity covered by an encroachment permit (for example, commercial vehicle parking on a public street) remains subject to regulation.
The change responds to community questions about whether indoor or on-property shoots would trigger the city's permitting rules. City staff said they had been in contact with a production team exploring filming locally and that the clarified ordinance provides clearer guidance to both residents and production companies.
Council approved the first reading unanimously; staff plans to return for the second reading at a subsequent meeting, after which the ordinance will take effect.
