Council finalizes amendments to local building standards for 2025 code cycle

The Certino City Council conducted the first reading on April 21 of an ordinance to finalize local amendments and adopt the 2025 California Building Standards codes after a partial acceptance letter from the California Building Standards Commission.
Building Official Sean Hatch said the commission had issued partial acceptance and requested additional formal findings for three appendix chapters and the removal of one sentence added to R330.4 (battery location in residences) because of AB130 constraints. Staff recommended deleting the single added sentence — which had read that batteries "shall not be located below or above any emergency escape or rescue opening" — and expanding the findings to justify appendix adoptions.
Hatch said removing that one sentence would secure full acceptance from the state commission, maintain regional consistency with fire-code amendments, and preserve adoption of the three appended chapters the city sought to retain. Council had no public speakers on the item and unanimously approved the recommended action at first reading.
No changes were presented as retroactive; staff said the amendments apply prospectively for the 2025 code cycle and will be submitted to the state commission for final acceptance.
