Jared Hall requested site-specific analyses (financial and water-resource studies) before converting open space or a golf course to development and recommended that any proposal to convert public parkland be decided by ballot. Steve Adams gave personal testimony about the community value of the Davis golf course and pleaded with the council to preserve it. Bart Moss reviewed city financial reports and said he found no evidence of missing funds but urged the council to consider whether some reserve balances should be returned to residents or used sooner for projects.
Council members and staff responded by outlining upcoming opportunities for deliberation: a May 12 joint work session with the planning commission and a May 5 tentative-budget hearing. Staff said the general-plan amendment is on the calendar for further public discussion and emphasized that no immediate action to convert parkland was taken at the meeting.
