The Oroville Planning Commission approved multiple agenda items including two use permits and the city’s 2026 historic preservation awards.
Staff presented Use Permit 2604 for a Mexican restaurant at 3001 Olive Highway proposing on‑site beer and wine under an ABC Type 41 license as an accessory to restaurant operations. Staff told the commission the site currently has 14 on‑site parking spaces, proposed hours for alcohol sales would be 11 a.m.–10 p.m., and lighting repairs would be required to discourage loitering. The applicant described minor sign cabinet work. The commission held a public hearing, received no public testimony on the item, and approved the use permit and accompanying resolution P2026‑12 (motion passed six yes, one absent).
The commission then approved Use Permit 2607 to establish a state‑licensed adult day program at 2905 Lincoln Street. Staff said the proposal would operate Monday–Friday from 9 a.m.–3 p.m., serve up to 44 clients per day with a 1:4 staff‑to‑client ratio, and utilize two existing buildings on a roughly 2.22‑acre parcel. Fire department clearance and a certificate of occupancy will be required for the reuse; the commission approved the permit (motion passed six yes, one absent).
On regular business, staff presented two nominations for the 2026 historic preservation award: the Boon Home (1681 Bird Street) and the Oroville State Theater (1489 Meyers). Commissioners voted to award both properties and staff will arrange tours and presentation logistics.
Public comment during the meeting included a one‑minute speaker who asked about a boxing gym proposal at 2175 Bird Street; staff advised the speaker on zoning checks, certificate of occupancy requirements and the need for a scaled floor plan. All votes reported at the meeting were 6–0 with one absence.
What this means: the approvals allow the two projects to proceed to the next administrative steps (permits, building inspections, and occupancy clearance) and recognize two locally significant historic properties.
