Devin presented the RPC’s February 2026 financial report on April 13, saying the month’s profit‑and‑loss showed roughly $83,000 net income and that a March payment of $158,000 increased cash balances.
Devin said the elevated net income reflected a third‑quarter ECCB invoice posted in December and that FY26 member dues have been paid by all towns. He noted several grant revenue lines (including M‑tap and TOD) are expected to finish the year under budget and some work hours will be shifted to other agreements next fiscal year. "The February 2026 P&L reflects a net income of roughly 83,000," Devin said.
Devon told the committee the RPC has not received FEMA emergency management planning funds since October 1 and described that as a significant loss to the region’s emergency‑planning capacity. To mitigate the gap, staff (Maggie and Eric Pulver) applied to a land access/opportunity program for a community resilience hub (COAD) grant to support staff time; Devon estimated the request at about $40,000–$50,000.
Devin also reported accounts receivable fell from $417,000 (as of Feb. 28) to $134,000 (as of April 13) and that staff submitted an FY27 indirect rate to VTrans and are preparing FY27 budgets for board consideration in June.
Next steps: the committee heard that staff will continue fiscal monitoring, pursue VTrans indirect‑rate approval, and that Maggie will present an emergency‑management update at the April board meeting if the COAD application proceeds.
