The Hermosa Beach City Planning Commission voted unanimously Tuesday to determine that a proposed Arts District mural submitted by Leadership Hermosa is an artistic mural and not a commercial sign.
Joe Garvey, representing Leadership Hermosa Beach, and Matt McCabe presented the proposal, saying the mural is intended to market the Arts District and attract attention to neighborhood businesses. Commissioners discussed technical questions including a discrepancy between the application materials (one document listed 825 square feet while another listed 725) and whether the Community Development Director should be authorized to approve minor changes without returning the item to the Commission.
One commissioner, who reviewed the rendering closely, remarked on a car detail in the artwork and suggested staff could permit a re-rendering where necessary. The motion to approve included the understanding that small modifications could be made at the director’s discretion and noted that the mural determination was CEQA-exempt. The Commission voted yes: Commissioners Hirsch, McNally, Hoffman, Vice Chair Flaherty and Chair Eisen.
The action leaves the mural’s conceptual approval in place while giving staff limited administrative flexibility to adjust technical details. The mural was presented as part of efforts to promote the Arts District at the corner of 10th and Hermosa Avenue.
