Cumming council approves property sale, park and utilities contracts; rejects wastewater bids

The council approved a purchase-and-sale agreement to convey roughly 0.367 acres of former roadway on Baldridge Road to Matt Highway Land Company LLC for $59,000, following an appraisal presented by staff. The sale was moved, seconded and approved by the council.
Under public works and parks business, the council accepted low bids and awarded contracts for maintenance projects. The parks department recommended CertaPro Painters for interior and exterior painting work at city recreation facilities at $99,625.93; the council approved the award. The council also awarded parking-lot preservation, striping and installation of five speed bumps at Dobs Creek Recreation Center to Jasper Grading & Pipeline for $85,750.
Utilities staff presented two procurement items: a low bid from Chesty Ford to purchase two budgeted Ford F-150 SuperCrew 4x4 trucks for utilities divisions (amount recorded in packet) and a low bid from Townley Construction for the Smithdale Heights water booster pumping station at $427,765.90; the council approved both purchases and the booster-station contract.
In contrast, the council voted to reject two bids for the Advanced Water Reclamation Facility sludge pump station. Staff said the two bids received (Reeves Young and Soul Construction) were substantially higher than expected, and recommended rejecting the proposals and rebidding the work in smaller packages; the council carried that motion, noting staff's view that piece-by-piece contracting could save over $1 million.
Finally, under new business the council approved a right-of-way dedication for the Avenueon subdivision (city to accept curb-to-curb street only) and voted to initiate condemnation procedures to acquire easements and a fee interest needed for a Canton Highway pump-station site after staff briefed the council on negotiation efforts with two property owners.
