Suwannee County commission approves contracts, hires and settlement; awards road resurfacing bid

At its April 21 meeting the Suwannee County Commission approved a task order for NEPA environmental review, authorized a County Road 250 contract award to Anderson Columbia (pending review), dismissed litigation with SEMC Properties, approved a $6,000 contractor settlement for courthouse-floor damage, and hired an emergency-management director and a grants manager.
The Suwannee County Board of County Commissioners took a series of administrative and contract actions on April 21, including environmental review work, a road contract award, litigation dismissal and personnel additions.
Task Order and shelter environmental review: Commissioners approved Task Order No. 7 with Miller Legg to prepare NEPA Part 58 environmental assessment documents associated with Project Summit (budgeted at $69,200 from grant proceeds). Staff said the environmental review is expected to take six to twelve months.
Road contract: The board authorized awarding ITB 2026-06 (County Road 250 widen and resurface) to sole respondent Anderson Columbia Company and authorized the chair to execute the contract pending county-attorney review after the Florida Department of Transportation indicated additional funding would cover a shortfall.
Lawsuit dismissal and contractor settlement: County attorney reported a resolution of litigation with SEMC Properties (Suwannee Iron Works): both sides will voluntarily dismiss their suits and bear their own fees; the board approved dismissal with prejudice, 5–0. Separately, staff described a contractor who damaged courthouse flooring during elevator work and negotiated a $6,000 invoice credit toward an estimated $10,000–$12,000 restoration; the board approved that settlement arrangement.
Personnel and scholarships: Administrator introduced Will Griego as the new grants and project manager. The board also approved hiring Sharon Hinkson as emergency management director, with a start date of May 4. Commissioners approved a Fire Rescue proposal to award three EMT scholarships to local graduating seniors (one each at Suwannee High School and Branford High School, plus one at-large) under a program staff described as having zero budget impact because seats are provided through a partner organization.
Opportunity zones letter: Staff presented a draft letter recommending priority census tracts for Opportunity Zones 2.0; commissioners approved sending the letter to Governor DeSantis as recommended by staff.
The board also authorized county attorney Mr. Morrison to respond to a small-claims vendor demand related to a $4,500 tree-removal invoice and to proceed as discussed if the vendor pursues further legal action.
