Council approved the bond ordinance authorizing issuance of approximately $24,335,000 (Series 2026) to finance water and sewer utility projects and related expenses. Finance Director Debra Roki told the council the bonds were sold at an interest rate of 3.46% to JP Morgan Securities and that the city received $13.6 million in IEPA funding, including $2.5 million in principal forgiveness and an $11.1 million 30‑year 0% loan; debt service for the utility bonds will be paid from water rates, and property taxes are abated. The ordinance vote was recorded as 9‑0.
